12. Expansion to Sapporo
Under Design 100 Project Phase II, the company’s medium-term management plan established in April 2018, Daibiru sought to expand its investment targets by developing its business in other Japanese regions. Destinations targeted for expansion other than Sapporo included Sendai, Nagoya, Hiroshima, and Fukuoka. However, the company ultimately decided to expand into Sapporo for the following reasons: (1) Sapporo was the center of the Hokkaido bloc, with a highly concentrated economy and population. (2) Because of Sapporo’s status as the gateway to Hokkaido with numerous tourism resources, strong demand was expected both from domestic sources and from international visitors. (3) There were numerous upcoming events in Sapporo, including an extension of the Hokkaido Shinkansen and the Olympic Games in Sapporo.
In November 2019, Daibiru acquired PIVOT and the Pentagram Building in downtown Sapporo from Chushingai Bldg. and three private owners, and the Keiwa MT Building from Keiwa Shoji. All three properties were located in Sapporo’s traditional commercial district, where there was a high concentration of large department stores, large specialty stores, and brand-name boutiques. Future growth through redevelopment was expected, making this location well-suited to Daibiru’s management philosophy of “Constructing Buildings, Creating Towns, and Pioneering the Era.”
In January 2020, Daibiru established the Sapporo Project Office (now the Sapporo Project Department) in order to strengthen collaboration with the area and to enhance its collection of market data with future redevelopment in mind.
Afterward, in July 2021, a district plan was proposed to the City of Sapporo by Daibiru as the management company representing a group of 28 landowners in the vicinity, including Isetan Mitsukoshi and Parco. This plan was adopted and made into an ordinance, which provided the opportunity to immediately proceed with the redevelopment project. As a result, Daibiru decided in May 2022 to close all three properties. Daibiru PIVOT and Daibiru PIVOT West closed in May 2023 and Daibiru PIVOT South in October 2023 so that a project to construct a new building could move forward.
